Civil Society Statement on WSIS The WSIS Civil Society Plenary on 15th November decided to draft a statement which would assess the summit outcomes, based on the alternative declaration civil society had produced during the first summit in Geneva in 2003. During the three days of WSIS an open-ended drafting group met in the NGO space at the summit. The first draft of the statement was presented to the last Civil Society Plenary on 18 November, which decided that the work should continue online for w few weeks. If you wish to make contributions, send your "tracked changes" on the document to cs-dec@wsis-cs.org by 27 November. We are also looking for voluntary translators to produce French and other versions soon.
Internet governance: A tale of community structure and individual initiative by David Allen. On one side, the Internet community argues for the informality and flexibility necessary for innovation; that is, for individual initiative; to flourish. On the other side, some governments call for more formality and the stable base; that is, for community structure; upon which ongoing operations and change can both occur.

In einem Brief an UN-Generalsekretar Kofi Annan dringen die NGOs noch einmal nachdrucklich auf eine luckenlose Aufklarung der Angriffe beziehungsweise verbalen Attacken auf Journalisten, Burgerrechtsaktivisten und Delegierte beim Gipfel. Betroffen waren unter anderem auch der deutsche UN-Botschafter in Genf und die Schweizer Delegation. I applaud Senator Coleman's fight to stand up to the WSIS and not allow control of the single most important invention of humankind to fall into the hands of tyrannical dictators and repressive regimes through the guise of United Nation. Civil Society Best Practices to bridge the digital divide Now that the World Summit on the Information Society has come to an end in Tunis, civil society organisations evaluate their involvement in the process to learn from the experiences made. Several side events of WSIS addressed examples of best practices of civil society participation. In sharing good experiences, while not neglecting challenges, civil society organisations may improve their performance in the future. WSIS is not the end, but the starting point for the implementation process in which civil society is supposed to play a crucial role as partner to governments and the private sector. Putting for once aside debates on the lack of influence and experiences of repression, some positive vibes seem to be appropriate, to shape this future process in an effective and fruitful way.

The WSIS Deal by Michael Geist There is considerable coverage last week on the last minute WSIS deal struck. The gist of the coverage rightly reports that the U.S. emerged with the compromise they were looking for as the delegates agreed to retain ICANN and the ultimate U.S. control that comes with it (note that there is a lot in the WSIS statement that may ultimately prove important but that is outside the Internet governance issue including the attention paid to cybercrime, spam, data protection, and e-commerce). This outcome begs the questions  what happened? And, given the obvious global split leading up to Tunis, what changed to facilitate this deal?

The panel I never attended As the summit had reached its final hours, I intended to select carefully which event I should attend at this afternoonâs last time slot for parallel events. Meeting Tunisian civil society  and Tunisian secret police Participants of a workshop organized by the Heinrich Boell Foundation and the Tunisian Association of Democratic Women have experienced the everyday reality of social-political activism under an authoritarian repressive regime. Tunisian authorities escalate conflict with civil society As the WSIS summit draws closer, the Tunisian authorities are continuing to prevent any civil society events taking place outside the summit compound. This morning, Tunisian police blocked the Goethe Institut where a preparation meeting for the Citizens Summit was to take place. WSIS and the Splitting of the Root There's talk that in the battle between the USA and Europe over control of ICANN, which may come to a head at the upcoming World Summit on the Information Society in Tunis, people will seriously consider "splitting the root" of DNS. I've written a fair bit about how DNS works and how the true power over how names get looked up actually resides with hundreds of thousands of individual site administrators. However, there is a natural monopoly in the root. All those site admins really have to all do the same thing, or you get a lot of problems, which takes away most of that power. Still, this is an interesting power struggle.
